Constitutions are meant to establish the basic structures of government
and protect enduring principles, not to freeze a particular wildlife-management
philosophy in place. Courts can strike down a regular law if it conflicts with the Constitution,
however they cannot strike down part of the Constitution itself. This is important,
because just as they are difficult to pass, repealing a constitutional amendment is
intentionally difficult and requires strict legal steps, such as a direct vote by the public,
or supermajorities in the state legislature.
